I came along an ootheca while doing yardwork, I am wondering what species it is and if it has Mantis inside.

I can't tell you what species it is, but if their are holes where the mantid nymphs come out, it hatched. It most likely already hatched judging by the time of the year, but you never know, I guess. Give it two months, if you can, but don't be too disappointed if nothing happens.

 
@ams2431 It appears to be a Stagmomantis californica (US west coastal area) or possibly a Mantis religiosa ooth (US Midwest/East coast). If you could supply a photo of the ooth at another angle it would clear up if it has has hatched or not yet.

Likely someone will know which species for sure with a look, I haven't dealt with either of those species myself directly.
