Blue bottle fly pupae not hatching

I got some spikes and my mantises loved them but they arrived while it was very warm and while shipping was taking longer than it should so many of them had pupated.

I put the pupated ones into a cup with a small amount of the wood shavings they came in and left them at room temperature.  It's been weeks and only a handful hatched.  Is there something I neglected?  Do they need misting?  No wood shavings?  

I want to ensure my next batch is more successful.

If the pupae got to hot and was late in post office getting to you they are probably dead. The wood chips won't hurt them. Never mist them as they don't eat or drink at this stage.
