Can Someone Confirm If This Silly Sounding Thing is True?

This says a leg can grow out of a mantis’s head if you cut the antennae off just right when it has its next molt. I have a picture of the book and the quote.

A leg will not grow out of its head. I think it means a new leg or section of antenna?

Can they regenerate completely lost legs? Where they're supposed to go? I have a baby mantis with only five legs.

They can fully regenerate walking legs in two or three molts. Raptorial arms can't be regenerated.

Why can’t raptorial legs? Is it because they are too specialized and complex?
