Dog Bane beetle on a weeping willow tree??

I found a few colorful beetles that I think are Dog bane beetles, but they were on a weeping willow tree. They also don't look like Japanese beetles to me. Any ideas what they are? sorry I don't have any pics :/ They are tiny, round and metallic greenish-blue.

 
There are a good handful of chrysomelidae family beetles that fit that description, but I think your guess is a good one. Until about a month ago, I had been seeing a lot of Altica genus flea beetles (Chrysomelidae) around here.
