Importing Mantids Into the US, And Restricted Species

So, I have read in a few different places that you are not allowed to import Any mantids into the US without a permit. Also I have read that a few species, Orchid mantis ect., are not even allowed to be owned in the US at all without some sort of permit. What is the truth behind with, what can I do about it if want to do any of this, what does the government do to control this and why?
