My female laid fertilized oothecas on the bottom/side bottom of her enclosure. My question is when they get close to hatching should i turn the enclosure upside down?

For this species they should be fine to hatch at any angle. I even had collected ooths hatch face down in a deli cup, before I had a chance to glue them down to a lid.
