Caterpillar and possible wasp identification?

The wasp? I found at a river that I was cleaning trash up at. it was extremely docile however my friend said it was a wasp so i backed away from it. this caterpillar i found tonight roaming around. It is brown in body color with a single white stripe going across its back with one white circle appearing on every section on it. it has a spikes clumped together in small circles around its body. i've tried googling to find out what they are but no luck

The 'wasp' is a meloid beetle, probably Lytta sayi.

The caterpillar is some sort of arctiid (tiger moth).
