What time of year can ootheca of these species be found:

European mantis (Mantis religiosa)

Mediterranean mantis (Iris oratoria)

Chinese mantis (Tenodera sinensis)

Japanese Narrow-winged mantis (Tenodera angustipennis)

The best time of year to find ooths is in the winter when all of the leaves have dropped.

You want to look in weedy meadows, overgrown fencelines, overgrown ditches, etc. Tall woody stemmed plants like goldenrod tend to have a lot of Tenodera ooths. It is not uncommon for me to find dozens in these places.
