Please follow this link to find the Florida Guidelines for Importing Exotic and Non-Florida U.S. Arthropods. Here is the link to the original page on the Fresh From Florida website. The actual permit application can be found on the right side of this screen under "Online Resources" (it's the same webpage). I attempted to attach the application via word doc. to this post, you can access that way as well. 

Basically, you can not import (or export) any mantis that is not native or naturalized to Florida without a permit. 

If you're a Floridian mantis hobbyist, keep them (not natives) at your own risk :)

I didn't see any mention of export restrictions. As long as there are no USDA restrictions, shouldn't you be able to take non-endangered insects (such as grizzled mantises) out of Florida?
