Importing mantids into Canada

During my research I was looking at bringing in mantids from the US. Here is the response I received from the Canadian Food Inspection Agency (they manage plant and animal imports)

You will need to apply for a Plant Permit to Import. Information on

applying for a permit can be found at:

There are costs involved, $65.00 to apply, another $100.00 I think if they do an inspection.

No Problem, I got the prices wrong though.....$35.00 to apply, $250.00 if they require a pest assessment and $100.00 for inspection.

The application is fairly straightforward, and well explained in the preamble.

There are some VERY specific requirements regarding what is on the application and permit (IE: importers name etc) that MUST match the exporters documents, so when you are importing you must ensure you provide the exporter with the instructions for filling out their side of the documentation accurately or they will get delayed or rejected. If they reject the package at the border, it will get 1) destroyed at your expense, or 2) returned to the exporter at your expense.

Are ooths considered live insects? What would happen if a person crossed the border with an ooth? Would they get fined or would the ooth just be confiscated?

OOthecae will be also consider as insects, but most agents will mistaken them for flower seeds or bulbs.

I got some confiscated because I did not have a plant permit and I could not bring any plant bulbs without a permit. :unsure: :p

Above is the list (Appendix 1) of all controlled organisms. If you search for "Phyllocrania paradoxa" you'll find (as of 2018) that ghost mantises require a permit and are for exhibition only :(

However Tenodera sinensis is free for all uses with a permit (Though since these are native its pretty useless to get a permit).

2.2 Containment Standards for Facilities Handling Plant Pests


Some potentially injurious organisms may only be imported into Canada under containment and cannot be released into the environment. These organisms can only be imported for specific end uses: for scientific research, exhibition/display, education or industrial/processing purposes.


Having never attempted this mad process myself I have little more to offer then the results of my hours of futile research in the hopes someone else might take up the cause!
