It is closer to 6 weeks in my experience. Garden shops usually keep the oothecae refrigerated. My garden shop Chinese mantids took about 6 weeks. 2 oothecae hatched within a couple of days of eachother. I doubt it is a bad ooth as you really haven't waited long enough.

The waiting and wondering about it can drive you mad.

Try occupying yourself with something else and as soon as you forget, you will likely be surprised by a ton of nymphs.

 
Maybe just get a pair and mate them yourself. You can put the ooths in the fridge for next year. that way you can enjoy the process and make sure the ooths are fertile for next season :) Mine hatched great after being stored all winter in the fridge....
That's what I was planning on doing . . . with the nymphs from the ootheca. Oh well, at least if it doesn't hatch, I won't have to rear 20 nymphs. I'm keeping my eyes extra alert for adult mantids. Last year I caught 4 adult males of the European species, but no females came along, so I released them all. Then, a couple weeks later, I found 2 adult females, nice and fat, but no adult males. *Sigh.* Maybe this is nature telling me to leave it's own mantis pets alone. :p

I followed your advice, though - I ordered all nymphs in the area to come hither, and then I took my pick! :p
