When do female mantids form eggs, before or after mating?

I was wondering if the female mantids form eggs before or after mating, Do they wait until they mate to produce the eggs or have they already form the eggs before mating? The egg I'm refering to is the invidiual egg capsules inside the ootheca.

I think they mean producing ooth materials and eggs for storage.
