Some species shake or flutter to resemble leaves or blades of grass moving in the wind but it sounds like you're talking about the movement most species do when you pick them up and move them. That head swaying movement is supposedly a way to judge distance so your mantis is just getting his/her bearings.

Anyway, yeah, my mantids do that a lot. They're just little babies, and it's so cute when they tilt their little heads and sway back and forth. They're such curious creatures.
