If it seems very dry, has lots of small holes, smells bad, or is light like it's a little ball of paper, then it's probably hatched.

You... probably can't tell for sure if you're not sure after that info. Chances are, however, that someone here can tell on sight.

 
It may be hard for you to tell as a new person to the hobby. I can usually tell by looking. Even an ooth from last season can look good still. If the line running down the front isn't "open" and no small holes there and the foam looks fresh it should be good.

 
My ooth that my chinese laid was like really light and its fertile I believe though the female was wild caught and going to try to hatch it out!
